Rreth 150 studente nga Europa ndodhen per pushime ne kamp ne Gjirin e Lalezit. Ata kane ardhur per t’u njohur me Shqiperine dhe ekosistemin qe ofron ky vend. Dje, vete ministri i Mjedisit i ka vizituar, duke zhvilluar edhe nje debat per ceshtjet dhe politikat qe po ndermerren dhe jane prioritet aktualisht ne vendin tone. Per te treguar shembullin e tyre te mire, por edhe per te perkrahur “platformat ambientaliste”, te rinjte kane pastruar dje nje pjese te zones prane Gjirit te Lalezit.Ministri i Mjedisit, Pyjeve dhe Administrimit te Ujerave, zhvilloi nje takim me nje grup studentesh te Gjeo-Shkencave, te ardhur nga vende te ndryshme te Europes. Te akomoduar ne nje kamping veror me cadra ne Gjirin e Lalezit, rreth 150 studente do te qendrojne ne Shqiperi perreth nje jave, ku do te njihen me natyren, mjedisin, gjeologjine dhe zhvillimin e saj, historine e Shqiperise. Duke i falenderuar studentet e huaj per ardhjen e tyre, si dhe per interesimin qe ata tregojne per Shqiperine, ministri Mediu vuri theksin mbi punen e madhe dhe hapat shume te rendesishem qe jane bere nga Ministria e Mjedisit.Sipas kreut te politikave ambientaliste, nje proces mjaft i rendesishem, i cili eshte prioritet per vendin, eshte edhe perafrimi i legjislacionit me standardet e BE-se, duke permendur te gjitha perpjekjet qe jane duke u bere per te krijuar nje pakete ligjore edhe me te konsoliduar, gjithnje ne sherbim te mjedisit.Ne kete pike u ndal edhe ne paketen ligjore qe po pergatitet per trajtimin e mbetjeve te plastikes, te cilat ne masen 80 per qind jane ndotesit kryesore edhe ne bregdetin e Gjirin te Lalezit. Ekspertet e mjedisit, qe shoqeronin grupin e studenteve, gjate bisedes me te rinjte kane permendur edhe punen qe eshte duke u bere ne bashkepunim me vendet fqinje, per ruajtjen e zonave dhe hapesirave nderkufitare, shtimin e zonave te mbrojtura, menaxhimin e parqeve kombetare dhe hapesirave pyjore, por edhe per sa i perket ndergjegjesimit te shoqerise, e cila tashme ka nisur te behet me e ndjeshme ndaj problemeve dhe ceshtjeve mjedisore. Ne perfundim te ketij takimi, ministri Mediu, se bashku me studentet e pranishem, organizuan edhe nje aksion per pastrimin e plazhit te Gjirit te Lalezit, duke mbledhur me dhjetera thase me mbeturina, te akumuluara gjate diteve te fundit nga pushuesit.
Bashkia e Tiranes cakton zonat e parkimit me pagese

Bashkia e Tiranes permes nje projekti "pilot" ka vendosur te administroje ndryshe sistemin e parkimit me pagese, i cili synon ndarjen e sistemit te shitjes se biletes nga kontrolli. Drejtori i Drejtorise se Transportit dhe Levizshmerise ne kete bashki, Enton Punavija, prezantoi dje edhe detajet per kete nisme. Saktesisht, harta e zonave ku do te aplikohet projekti perfshin bulevardin "Deshmoret e Kombit", duke filluar nga kryqezimi mes dy ministrive, deri tek "Ura e madhe e Dajtit", bulevardin "Gjergj Fishta", nga "Ura e madhe e Dajtit", deri tek ura "Deshmoret e 4 Shkurtit". Po keshtu, perfshihet kryqezimi i rruges "Myslym Shyri" me rrugen "Deshmoret e 4 Shkurtit", deri tek "Ura e re e Bllokut". Nje zone tjeter eshte ajo prane stadiumit "Qemal Stafa" ose sheshi "Italia", me te gjithe rrethimet e tij. Bileta e parkimit nga drejtuesit e automjeteve do te mund te gjendet ne nje sere pikash shitjesh, qe do te vendosen ne afersi te vendparkimeve. Me blerjen e kesaj bilete, drejtuesit duhet ta vendosin ate prane xhamit brenda makines, ne nje vend te dukshem. Policia Bashkiake eshte struktura qe do te beje ushtroje kontrollin per pajisjen me bileten e parkimit, nderkohe qe per kundravajtjet do te zbatohen sanksionet e parashikuara ne Kodin Rrugor, deri ne heqjen e mjetit me karroatrec. Bashkia synon qe me aplikimin e kesaj menyre te re administrimi, te ndaje sistemin e shitjes nga ai i kontrollit, cka forcon idene qe menyra aktuale e menaxhimit eshte lehtesisht e manipulueshme. Ne disa nga zonat ku Bashkia e Tiranes synon qe te zbatoje projektin "pilot", ekziston forma e vjeter e aplikimit te tarifes se parkimit, pjese qe menaxhohet nga Policia Bashkiake. Menyra aktuale konsiderohet e manipulueshme, pasi jo pak here personat qe e ushtrojne shitjen dhe kontrollin per pagesen e tarifes se parkimit preferojne te "mbyllin" njerin sy, nese marrin gjysmen e tarifes qe nuk shkon ne arken e Bashkise. E paqarte eshte edhe skema e aplikimit te tarifes se Bashkise, ne rastet kur kohezgjatja e parkimit shkon deri ne disa ore. Ideja qe parashikohet te aplikohet per kohezgjatjen maksimale te nje parkimi nuk perfshin me shume se tre ore. Por kjo do te krijonte probleme per shume prej qytetareve, te cilet per shkak te rrethanave apo edhe te punes, do te jene te detyruar te parkojne per me shume se tre ore. Nga Bashkia nuk sqarohet nese per tete ore parkim, nje qytetari, i cili mund ta kete zyren prane zones ku do zbatohet projekti, do t'i duhet te paguaje 800 leke apo do t'i duhet te dale dhe te levize makinen ne vendparkime te ndryshme, per te respektuar 3-orarshet.

Ndotja e ben te paperdorshme nje te katerten e burimeve ujore te Kines
Pothuajse nje e katerta e siperfaqes ujore te Kines mbetet aq e ndotur sa qe eshte e papershtatshme edhe per perdorim industrial, ndersa me pak se gjysma e furnizimit total me uje eshte i pijshem, treguan te dhenat nga mbikqyresi i mjedisit diten e hene.
Inspektoret nga Ministria e Kines per mbrojtjen e mjedisit testuan mostrat e ujit nga lumenjte dhe liqenet kryesore te vendit ne gjysmen e pare te vitit dhe deklaruan vetem 49,3 perqind te jete i sigurt si uje i pijshem, nga 48 per qind vitin e kaluar, beri te ditur ministria ne nje njoftim postuar ne faqen e saj (www.mep.gov.cn). Kina e klasifikon furnizimin me uje duke perdorur gjashte kategori, me tre te parat te cilat e konsiderojne ujin te sigurt per te pire dhe lare.
Nje tjeter 26,4 per qind eshte e thene t’u perkase klasave IV dhe V – te pershtatshme vetem per perdorim ne industri dhe bujqesi - duke lene nje total prej 24,3 perqind ne kategorine e VI dhe te paperdorshme per cfaredo lloj qellimi.
Pavaresisht rregullave me te ashpra gjate dekades se fundit, ministria eshte perpjekur ne frenimin e mijera fabrikave te vogla te letres, fabrikat e cimentos dhe impiantet kimike qe shkarkojne mbetjet industriale direkt ne kanalet ujore te vendit, si dhe perdorimi i tepruar i plehrave ka lene gjithashtu seksione te medha te liqeneve dhe lumenjve te Kines te “mbytura” me alga.

Strengthening Aarhus Convention Implementation Project

This request for expressions of interest follows the general procurement notice for Strengthening Aarhus Convention Implementation Project, that appeared in the United Nations Development Business on line (May 2010).
The Government of Albania has received a grant from the World Bank’s International Development Fund (IDF) to finance the Strengthening of Aarhus Convention Implementation Project. The Ministry of Environment, Forest and Water Administration (MoEFWA) in Albania has overall responsibility for the project. Ministry of Environment, Forests and Water Administration (through Aarhus Information Centre (Public Information & IT sector in the MoEFWA) and Department of Environmental Impact Assessment) and Ministry of Finance are responsible for the implementation of the Project activities assisted from the Project Management Team.
The Aarhus Center was opened in 2006 in MoEFWA for providing information to government bodies, civil society and to the public in general regarding AaC commitments. The Center is under the direction of both, the Information Technology and Communications Section and the Department of the Environmental Impact Assessment. The government's AaC focal point in this Ministry is also responsible for promoting compliance with AaC commitments of the public sector. Two regional Aarhus Information Centers in Shkodra and Vlora, established with the help of OSCE try to complement, from the perspective of the civil society, the watchdog role of the main Center. Their main responsibility is to inform public on the environmental issues and AaC, to monitor the implementation of the local environmental legislation and AaC, to coordinate and gather data regarding the practical implementation of AaC .
The objective of this assignment is to prepare regulations and guidelines related to procedures on provision of environmental information, public involvement and consultations, and submission of claims before administrative and judicial courts.
The local consultant will assist the international consultant to identify and assess the institutional capacity of government structures which have a role in implementation the AaC as Ministries, local authorities including local government (municipalities, communes) Regional Environmental Agencies and other institutions with competencies in environmental issues (Agencies of Water Basins, Directories of Forestry etc). Attention must be paid the latest restructuring of MoEFWA, establishment of the National Licensing Center and the role of civil society in its role as a watchdog.
The consultant will prepare draft regulations/guidelines and procedures on provision of environmental information, public involvement and consultations, and exertion of rights in administrative and judicial court. The use of local knowledge will contribute in terms of long-term sustainability. As appropriate, the specialist will consult with counterparts in both the GoA and the AaC Convention Secretariat in Geneva. The guidelines will be prepared based on the AaC provisions and its implementation guide, national strategy and existing national legislation and the finalized needs assessment report. In order to ensure that the guidelines will be applicable to all governmental agencies the consultant has to identify:
• Institutions whose activities relate to environmental management and protection (other than MoEFWA);
• Institutions which are responsible to inform and consult the public for environment related matters;
• Institutions with functions and responsibility to address the public concern and complains regarding the environmental issues;
• The existing national legislation (laws, by acts and guidelines) related to the scope of this assignment
Qualifications:
The individual consultant shall have the following qualifications: University degree in law. At least 5 years of proven professional experience in environmental field especially in environmental legislation preparation and litigation; Knowledge of civil law; Knowledge of Aarhus Convention and implementation in Albania; Knowledge of Albanian governmental institution and environmental legislation; Fluency in both, written and spoken English; Good communication skills; Computer skills.
Duration of the services:
The assignment is expected to involve 37 man/days. Total elapsed time for completion of the assignment should be not more than 120 days. Timeframe for product delivery will be agreed on the Contract. The consulting assignment is expected to start in September.

The service will be selected under the provisions of the World Bank Guidelines for the selection and employment of the consultants (May 2004, modified in October 2006 and May 2010), based on the method of Selection of Individual Consultants (IC), Time- Based Contract.

SEED Awards 2010
Are you a start-up entrepreneur? Does your business or business idea integrate sustainable development, solving pressing social and environmental issues? Do you need support to help to establish and grow your enterprise?
If you meet SEEDs eligibility criteria, you could apply now for the 2010 SEED Awards for entrepreneurship in sustainable development.
This year, as part of a larger project funded by the European Union on the Green Economy, the SEED Awards will have a special focus on Africa. While SEED is inaugurating its first country scheme in South Africa (click here to read more), it will also concentrate on Burkina Faso, Egypt, Ghana, Kenya, Rwanda and Senegal.
This significant expansion means that SEED is able to make up to 35 awards in 2010, of which up to:
• 10 awards will be made in South Africa
• 20 awards will be made in 6 target countries in Africa, namely, Burkina Faso, Egypt, Ghana, Kenya, Rwanda, Senegal
• 5 awards elsewhere.
Each SEED Award Winner will receive a package of tailored support services consisting of:
• assistance and advice on developing and improving the initiativeʼs business plan
• a two-day in-country business-oriented workshop, involving all partners, and covering the key elements and factors which help to build a successful social and environmental enterprise
• high-level profiling of the initiative nationally, regionally and internationally, often with government officials, Ministers, development institutions and businesses
• assistance with access to relevant institutions, organisations, businesses, and to SEED winners, and alumni, SEED Partners, SEED Supporters, and SEED Associates
• development of a support plan
• a financial contribution of USD5000 towards implementation of certain item(s) in that support plan, as agreed between the winner and SEED.
